User description of above error trace:

Installed AP V2b75 on a new WinXP system which had V1 present on the same HD and directory. Following installation, I attempted to initialize AP V2b75, when I got this bug report. I noticed that neither the Observation Database file was converted from V1 to V2, nor was I identified as a registered user during start up - two difficulties that generally have solutions.
